This year, as we celebrate ODIHR’s 25th birthday and commemorate the 50th anniversary of the 1966 International Covenant on Civil and Political Rights (ICCPR), it is also timely to take stock of fundamental freedoms and human rights as integral parts of the OSCE’s comprehensive concept of security.

The last 25 years have seen steadily more, not less, frozen conflicts in the OSCE area. Is the OSCE merely a fridge for frozen conflicts?

Many see the OSCE as an organization that is “Unknown West of Vienna and Unloved East of Vienna”, how should this perception be addressed?

After 50 years with the ICCPR and 25 for ODIHR, what is the relationship between fundamental freedoms and human rights for citizens and the security and stability of states?

As a member of NATO, Council of Europe and European Free Trade Association (EFTA), what relevance and added value does the OSCE have for Norway?
