Carlos Mendoza Potellá is a Venezuelan economist and oil analyst. He has served as ambassador to Russia and Saudi Arabia. He is currently advisor to the residence of the Central Bank of Venezuela and director of the BCV Magazine, and teaches at the Institute of Diplomatic Studies Pedro Gual.
